Rwanda Cooperation August 2026 Highlights

August was a month of meaningful connections, practical learning, and stronger partnerships for Rwanda Cooperation. Throughout the month, Rwanda welcomed leaders, policymakers, technical experts, and institutions seeking practical lessons from the country’s transformation journey and Home-Grown Solutions.

The engagements created a platform for countries and institutions to learn directly from Rwanda’s experience, exchange ideas, and explore solutions that can be adapted to their own development priorities. Key areas of interest included digital transformation, cybersecurity, public finance, governance, healthcare, education, sustainable transport, environmental conservation, investment, and post-conflict reconstruction.

Study Visits and Knowledge Exchange

“Delegates from Kenya during a knowledge-sharing engagement in Rwanda in Rulindo District”

Sri Lanka: A delegation from the Defence Services Command and Staff College (DSCSC) undertook a strategic study visit exploring Rwanda's post-conflict reconstruction, national transformation journey, institutional governance, security transformation, and integrated national planning.

Guinea: Ministry of Environment and Sustainable Development: The delegation explored biodiversity management, ecotourism, ecosystem conservation, sustainable park management, and approaches to integrating biodiversity protection with community development.

Guinea: Ministry of Economy, Finance and Budget: A high-level delegation exchanged experiences on public financial management reforms and strengthening budgetary transparency. The mission included engagements with key oversight institutions on digital treasury management through IFMIS, electronic public procurement through UMUCYO, public debt management, and national audit mechanisms.

Guinea: Ministry of Communication, Digital Economy and Innovation: Over a 12-day exchange, the delegation explored Rwanda's digital transformation journey, including digital governance, e-government services, digital infrastructure, cybersecurity, e-Procurement, and innovation.

Côte d'Ivoire: A delegation from the Investment Promotion Centre of Côte d'Ivoire (CEPICI) focused on investor retention and aftercare strategies, examining post-investment monitoring mechanisms, private sector engagement, and approaches supporting long-term investment sustainability.

Republic of Congo: National Agency for Information Systems Security (ANSSI): Cybersecurity specialists explored Rwanda's digital transformation journey, national cyber incident response mechanisms, personal data protection, artificial intelligence governance, and the protection of critical digital infrastructure.

Republic of Congo: Office of the Prime Minister: A delegation explored Rwanda's experience in national transformation, decentralised governance, performance management, public service digitalisation, social protection, and community development through institutional exchanges and field visits.

Zanzibar: A technical delegation from the Ministry of Education and Vocational Training studied Rwanda's Technical and Vocational Education and Training ecosystem, with a focus on governance, financing, curriculum alignment with labour market needs, public procurement, and education infrastructure development.

China: Representatives from Sun Yat-sen University exchanged experiences on urban governance, administration, sustainable urban development, waste management, stakeholder coordination, and effective public service delivery.

Namibia: A delegation from the Ministry of Health and Social Services undertook a benchmarking visit focused on Rwanda's digital health journey, exploring how digital health systems are initiated, implemented, monitored, and scaled.

Benin: A technical delegation from the Inspection Générale des Finances of the Republic of Benin undertook an immersion focused on strengthening public financial control, transparency, institutional governance, IFMIS, internal and IT auditing, and public sector risk management.

The Gambia: A delegation from the Ministry of Transport, Works and Infrastructure explored Rwanda's approaches to sustainable and efficient transport, including e-Mobility, intelligent transport systems, fleet modernization, and digital mobility solutions.

Liberia: A high-level delegation from the Ministry of State for Presidential Affairs undertook a study mission on post-conflict reconstruction, national unity, peacebuilding, conflict management, and the preservation of institutional memory. Led by Hon. Mamaka Bility, Minister of State without Portfolio, alongside Mr. Aliou Dia, UNDP Resident Coordinator in Liberia, the delegation visited the Mutobo Demobilisation and Reintegration Centre to learn from Rwanda's experience in rehabilitation, reintegration, and post-conflict recovery.

Reflecting on the experience, Hon. Mamaka Bility said:

Kenya: A joint delegation from the Ministry of Agriculture and Livestock Development, the Ministry of Cooperatives Development, the World Bank, and CGAP exchanged experiences on financial inclusion, SACCO consolidation, rural financial sector professionalisation, digital core banking, and agricultural finance.

Nigeria – Nigeria Governors’ Forum: A delegation explored Rwanda's experience in governance, public sector transformation, and the use of technology and innovation to strengthen public service delivery and development outcomes.

Nigeria: Lateef Jakande Leadership Academy undertook a week-long knowledge exchange programme exploring Rwanda's governance, public sector transformation, digital innovation, leadership, health, education, and local government systems. The programme included technical exchanges and field visits involving the Ministry of Finance and Economic Planning, Ministry of Local Government, Ministry of ICT and Innovation, Rwanda Information Society Authority, Ministry of Education, Ministry of Health, Rwanda Social Security Board, Rwanda Revenue Authority, Parliament, City of Kigali, and African Leadership University.

Nigeria: Abia State: The delegation explored Rwanda's approach to urban and environmental waste management. The delegation engaged with the Ministry of Environment, Rwanda Environment Management Authority, City of Kigali, Rwanda Green Fund, COPED, and other public and private partners driving green growth and climate finance.

Nigeria: Katsina State: A technical delegation from the Katsina State Contributory Healthcare Management Agency explored Rwanda's experience in advancing Universal Health Coverage, with particular focus on Community-Based Health Insurance, Performance-Based Financing, decentralised healthcare delivery, and community health systems.

Africa Mindset Reset Forum

A major highlight of August was the Africa Mindset Reset Forum, where Richard Niwenshuti, Chief Executive Officer of Rwanda Cooperation, joined a high-level panel on Recognizing Mindset-Shifting Initiatives.

The session provided an opportunity to showcase Rwanda's experience in using Home-Grown Solutions and knowledge exchange to drive transformation and inspire African-led solutions. The CEO emphasised the importance of sharing practical experiences, building solutions around African realities, and turning knowledge into action for sustainable transformation.

The forum reinforced the importance of an Africa-led approach to development, where countries learn from one another, adapt proven experiences to their own contexts, and build solutions grounded in local realities.

Singapore

Rwanda Cooperation's Chief Executive Officer, Richard Niwenshuti, held discussions with a delegation from the Singapore Cooperation Enterprise and Singapore's Ministry of Trade and Industry to explore opportunities for deeper Rwanda–Singapore collaboration. Discussions focused on tailored capacity-building and knowledge-exchange programmes, leveraging the experiences of both countries to support Global South partners in advancing sustainable development.

United Nations Economic Commission for Africa (UNECA)

On the sidelines of the Africa Mindset Reset Forum, Richard Niwenshuti, Chief Executive Officer of Rwanda Cooperation, received Amb. Claver Gatete, Executive Secretary of the United Nations Economic Commission for Africa (UNECA), and his team for a bilateral meeting. Discussions focused on Rwanda's knowledge-sharing model and its role in advancing South–South and Triangular Cooperation for sustainable development.

In August 2026, Rwanda Cooperation facilitated 18 international knowledge-sharing delegations and 3 strategic engagement and cooperation, reaffirming Rwanda's position as a trusted partner for international knowledge exchange, peer learning, and sustainable development cooperation.
